Although it may not be as sexy as a Congressional race, a local town council race is just as important. Here in our Town of Parker, Colorado I’m endorsing and supporting Franceen Thompson. Franceen has the ideas that I believe we need here in Parker. She’s a champion for the conservative values I hold here at The Move Right, she’s heavily involved in our community and I know that I can trust her to stand up to interests that would look to hurt our pocket books.
It’s funny how I finally took notice of this race. It was those pesky signs, I see Franceen at every single event I go to. But those yard signs of hers started popping up all over Parker… (side note Scott Gessler’s yard signs will be available this week.)

Pace Center Fallout
First, let me be clear that thanks to the current council; the PACE Center is going to be built. If we do not build it we will lose the Police Station as well as our bond rating. It is my goal while on council to make sure that PACE Center is successful and does not wind up costing the taxpayer additional monies/resources that have not already been allocated to the PACE Center.
I served on the Cultural Commission with a great group of individuals that wanted to make a difference in their community. We believed we could make a difference and help bring new events to the Town as well as reach some demographics we felt were underserved (seniors, adults without young children, teens not involved in sports). We happened to believe this is what we were supposed to be doing. Apparently, we were wrong. What we were supposed to do was agree with whatever the Town presented and only offer input if it was asked for.
While on the Cultural Commission the Chair, Bill Meade and I received a copy of the Webb 2007 Business Plan for the planned Civic Center. Upon evaluating the plan we decided to go before council and share our thoughts about the viability of building the facility given the flawed financial plan as well as current state of the economy.
Town Council was not happy with our decision to question them and decided that we had crossed the line and wanted us removed from the Cultural Commission. They wrote a resolution to have us removed; however, they decided to throw the resolution out after hearing Mr. Meade and I defend ourselves. The following day Mr. Meade and I resigned.
I believe the decision to build the PACE Center should have gone to the voters. To say the only way we can have a police station is to build a Cultural Center was ridiculous. It demonstrates that we currently have unprincipled council members who gave into political pressure.

The approval of the PACE Center came in August of 2009. In March of 2010 the Town presented an updated 2010 Business Plan for the PACE Center. (I would think prior to approving 20+ million dollars for a Civic Center they would want to see the numbers.)
The updated plan is still flawed and does not take into consideration that Lone Tree is building a Cultural Center within 15 minutes of the PACE Center and the impact that will have.
This new updated plan lists the population of the Town of Parker to be 95,216 when the current population is approximately 46,000 (taken from the 2010 Budget).
It assumes the average ticket price for an event to be $35.00 while the current average ticket price for a Mainstreet Center Event is between $8.00 and $10.00. Another problem that wasn’t questioned that night was that the Town was now subsidizing the PACE Center with and additional $200,000. The Town is now contributing $600,000 instead of the $400,000 that was allotted in the 2007 business plan. When Town Council was given these numbers; they didn’t seem to care.
The PACE Center is to open in approximately one year and the new business plan calls for $275,000 in donations from other entities (government, individual, foundation, special fundraising and corporate). This is going to be more challenging now considering the state of our economy and the decrease in charitable giving to the Arts. Again, there wasn’t anyone on council that seemed concerned enough to discuss the importance of raising these outside funds.
The new 2010 plan also shows a substantial decrease in expenses when compared to the 2007 plan. Combine this and the increase contribution from the Town and the PACE Center actually shows a surplus of $4,682. Again not a single council member asked why there was a difference. It is as if they have the misperception, “If we build it; they will come.”
The current council has put us in this unfortunate circumstance and I would like to have the opportunity to help make the PACE Center a success and do what is in the best interest of the Town of Parker and its citizens.
